From Compliance to Confidence: A New Platform Fit for the Teachers of Aotearoa

Matatū Aotearoa | The Teaching Council of New Zealand needed to redesign it’s digital ecosystem to rebuild trust and engagement with educators. By reducing friction and shifting from transactional interactions to a value-driven experience, the Council strengthened the profession’s mana by demonstrating career-long support and empowering teachers to change lives.

  • The Teaching Council faced a systemic crisis: declining trust and low morale among 150,000 teachers. Interaction was limited to a frustrating, transactional three-yearly certification, leaving many feeling undervalued by their regulator. We had to overcome fragmented digital systems, impersonal communications, and a 'one-size-fits-all' approach that failed to reflect the diverse needs of early childhood, primary, and secondary educators. The challenge was clear: redesign the entire digital relationship with teachers to move the Council from a compliance body to a trusted professional partner. We were guided by one key question: how might we help teachers feel more supported and enabled?

  • We adopted a staged approach grounded in real-world experimentation and organisational learning. Over 12 months, we ran a series of proof-of-concepts in areas teachers told us were most confusing, frustrating, or high-stakes, including certification renewal, application status visibility, and professional learning. Each concept was tested with teachers, measured, refined, and either scaled into production or intentionally retired. We championed collaboration over documentation to rapidly test and iterate concepts with design, delivery and product ownership working in sync. The end solution is a cloud-native, composable platform featuring a personalised portal, a learning platform, automated, personalised communications, and an AI-enhanced service model.

  • The impact was a measurable shift from compliance-driven anxiety to professional confidence. We improved application processing by 15% and reduced call wait times by 35%, directly supporting teacher livelihoods. Societally, out of 2,000 teachers who accessed the new learning platform, 86% said it would influence their professional practice. Commercially and operationally, UX-led automation saved 1.4 days per application. Perhaps most significantly, perceived organisational value rose from 50% to 56% in one year; in a regulatory context where trust shifts are typically slow, this represents a meaningful uplift for the Council.

  • Our transformation was defined by moving away from a fragmented ecosystem toward a unified, composable digital ecosystem. Key features include:A fit-for purpose new website: A significantly improved website around key jobs to be done across different teaching sectors. This includes single sign-on and easy access to mandatory administrative tasks and high-value resources; the new site received an improved teacher ‘engagement’ score of 8.2/10 vs. 5.4/10 for the old one. My Rawa Portal: A secure, mobile-friendly digital home that consolidates certification, professional tools, and a digital practicing certificate (with iOS/Android digital wallet functionality), replacing a confusing, multi log-in site experience.Aotearoa-Centric LMS: A dedicated learning platform providing free, modular courses like 'Stepping into Leadership' and 'Walls of Identity'. The LMS integrates te ao Māori and Pacific models, moving the Council’s role from policing to empowering.AI-Enhanced Service: With AI powered search, time poor teachers can find the information they need almost instantly.Operational efficiency gains: The streamlined task flows reduce inbound support calls and manual processing efforts for Council staff, enabling them to focus on core strategic functions rather than administration.
